In brief
  • On March 2, 2022, the UN General Assembly adopted resolution ES-11/1 condemning Russia's invasion — 141 countries voted 'for'.
  • On October 12, 2022, the UN General Assembly, by resolution ES-11/4, recognized the illegal attempt to annex four Ukrainian regions — 143 votes 'for'.
  • The International Court of Justice ordered Russia to immediately cease military actions in March 2022.
  • Voting confirmed: the overwhelming majority of countries in the world view the war as aggression against Ukraine.

After the full-scale invasion of Russia on February 24, 2022, the international community responded with a series of votes in the United Nations. It was the resolutions of the General Assembly and the decisions of the International Court of Justice that became the formal expression of the position of the majority of the world's states: what is happening is armed aggression against a sovereign state, not an 'internal conflict' or a 'special operation.' This material collects key UN documents and explains what they mean in practice.

Resolution ES-11/1: condemnation of the invasion

On March 2, 2022, at an emergency special session, the UN General Assembly adopted resolution ES-11/1 'Aggression against Ukraine.' 141 countries voted in favor, 5 against, and 35 abstained. The document condemned the invasion in the strongest terms and demanded that Russia immediately, completely, and unconditionally withdraw all troops from the territory of Ukraine recognized by the international community.

The significance of the vote lies not only in the number of supporters but also in the very fact of convening an extraordinary session. This format is used when the Security Council is paralyzed by the veto power of a permanent member. Russia, being a party to the conflict, blocked the resolution in the Security Council but could not stop the voting in the Assembly.

  • 141 votes in favor — one of the highest levels of support in the history of such resolutions.
  • The resolution reaffirmed commitment to the sovereignty, independence, and territorial integrity of Ukraine within its internationally recognized borders.

Resolution ES-11/4: non-recognition of annexation

On October 12, 2022, after Moscow's declared 'annexation' of the Donetsk, Luhansk, Zaporizhzhia, and Kherson regions, the General Assembly adopted resolution ES-11/4. It was supported by 143 states — even more than in March. The Assembly declared the attempt at annexation illegal, without legal force, and not subject to recognition.

The legal meaning of the document is simple: organized 'referendums' under military control do not create any rights. From the perspective of international law, these four areas remain the territory of Ukraine, and Russia's actions are classified as a violation of the UN Charter and the principle of inviolability of borders.

International Court of Justice: order to cease the war

Alongside the political voting, the main judicial body of the UN was active. On March 16, 2022, the International Court of Justice issued an order for provisional measures in the case brought by Ukraine and instructed Russia to immediately suspend military operations on the territory of Ukraine. The Court separately noted that it does not have evidence to support the accusations made by Moscow, which it attempted to use to justify the invasion.

The rulings of the International Court are binding on the parties. The fact that Russia ignored them has itself become an additional violation of its international obligations and confirmation of the nature of its actions.

What these documents mean

Resolutions of the General Assembly do not have direct enforcement power, but carry significant political and legal weight. They shape the consensus of the international community, serve as a basis for sanctions, compensation mechanisms, and efforts to hold the guilty accountable.

  • They have defined Russia's actions as aggression.
  • They have stripped any 'annexation' of international recognition.
  • They have become a legal basis for subsequent steps — from sanctions packages to discussions of reparations.
