The Kremlin's narrative of 'victory in three days' has failed, and Putin can no longer convincingly explain his goals. Instead, he is betting on Western fatigue and Ukraine's exhaustion.
Military experts claim that every Ukrainian strike on Russia's oil infrastructure destroys the myth of its invincibility. However, politicians avoid discussing the future security architecture of the region.
This creates a vacuum in strategic communications, which is quickly filled with rumors, fear, and mutual suspicions. A study on the fault lines in Ukrainian society showed that the deepest divide is between those who have gone abroad and those who have stayed in Ukraine.
Pro-Russian networks are more active in topics where there is already significant tension, such as trust in authority, mobilization, and the anti-corruption movement. Public issues, such as language or the rights of the LGBT community, interest them less.
Strengthening Ukraine's cognitive security depends on constructive discussions of public divisions. This requires joint efforts from the state, civil society, technology companies, and the media.
