During the BRICS leaders' meeting in New Delhi, Xi Jinping presented an initiative for China to lead the formation of an open community for artificial intelligence. A unified platform is planned to be created where participants can collaboratively develop and share open-source AI models.
The project will support the development of large language models (LLM), organize workshops, training courses, and professional development programs. China promises to promote the formation of an open ecosystem where technologies will be available to all members of the bloc without restrictions.
In addition, China proposed to create a cloud platform for the BRICS digital ecosystem. This infrastructure is expected to serve as a basis for digital skills training, sharing technological solutions, and aligning industrial standards among participating countries.

Xi also announced plans to create an alliance for training BRICS engineers and launch a youth exchange program aimed at fostering scientific and technological innovations. Such measures are intended to strengthen the workforce potential of the bloc and ensure a flow of qualified specialists.
The initiatives were announced against the backdrop of the rapid growth of the global artificial intelligence market and active discussions about potential risks. This week, former OpenAI and Anthropic employee Jacob Coxon warned that the development of AI could lead to catastrophic consequences as early as the end of the decade. In his speech, Xi Jinping did not address this topic.
The history of BRICS began in 2009 with the first summit of the BRIC countries (Brazil, Russia, India, China). After the accession of South Africa, the bloc was named BRICS, and subsequently, Egypt, Ethiopia, Indonesia, Iran, Saudi Arabia, and the United Arab Emirates joined. The organization aims to strengthen cooperation among the largest developing economies and enhance their influence in international institutions.
The creation of an open AI platform could be an important step towards technological independence for the member countries, allowing them to collaboratively develop solutions without fully relying on Western tech giants. This approach is expected to accelerate the implementation of AI across various sectors—from agriculture to medicine—and enhance the competitiveness of the BRICS economy on a global scale.
